Case Study: Intergovernmental Oceanographic Commission of UNESCO


Flinch is helping the Intergovernmental Oceanographic Commission of UNESCO (IOC) to develop and implement a 4-year Communications Strategy & Action Plan (2017-2020).


The IOC's Communications Strategy is helping to improve the provision of global ocean science services  for its 149 Member States.



The development of this strategy was based on workshops with the IOC management team and semi-structured interviews with over 50 key stakeholders. The resulting strategy has helped to promote the value of the IOC's services and to highlight the need for greater investment in global ocean science.

Other key outcomes from this strategy included:


  • Securing approval for the United Nations International Decade of Ocean Science (2021-2030).  Decade brochure


  • Support for key events such as this high-level panel discussion involving Prince Albert of Monaco and the Environment Minister of Sweden;


  • Media training and global media coverage via agencies such as BBC World and the Guardian;


  • Social media strategy and content including:

  • Digital media such as the promotion of the UN Decade of Ocean Science on the famed NASDAQ billboard in Times Square.
